MINUTES OF EXECUTIVE SESSION MEETING
February 14, 2008
These minutes made public at the July 23, 2009 Meeting of the Board after reviewing in Executive Session
The Board of Trustees went into Executive Session at 5:51 PM. Upon roll call, Trustees Gamson, Moreno, Plouché and Supervisor Barnes were present.
The purpose of the session was to discuss a potential land acquisition for the future home of the Township offices, specifically the financial issues concerning the property at 3500 Western Avenue, Highland Park. The asking bid of $700,000 at the December Auction of the property was not obtained. Assessor Koukos thinks we may be able to purchase at a lesser amount. Supervisor Barnes cautioned that although we would seek tenants for the second floor of the building if we were to purchase the property, we must be able to finance without guarantee of rental income. Board should consider the expenditures and the debt service and realize that owning a building is different than continuing to rent. Mark McCraren of the Assessor’s office has looked at the mechanicals but not conducted a complete inspection. Thorough inspection is required before we go forward. Estimated cost for such inspection is $1,200, and the Board consensus is to incur that cost. Supervisor Barnes has asked Sheldon Goode who is representing the owner for utility costs and whether there is a recent survey of the building.
Chief Deputy Assessor Lenzini reported that the Inspection will likely take up to three weeks. Following Inspection, if all is well, negotiation with the owner will commence. Upon agreement to purchase by both parties with an established purchase price, the Township would seek a bond issue. The Supervisor can enter into a contract pending approval by the public at the Township Annual Meeting on April 8, 2008.
Review of Executive Session Minutes
Clerk Gussin presented a review of the four executive sessions that have been conducted since this Board took office and asked for a motion to maintain the confidentiality of two and make public the other two, as detailed below:
5-31-05: Potential Litigation – remains confidential as Executive Session but recorded tape is to be destroyed since it is more that 18 months in the past.

10-12-06: Personnel Issues – Review of Board member responsibilities; no names are mentioned in minutes. These minutes will be transferred to the public record.

Trustee Moreno so moved, seconded by Trustee Plouché, and upon roll call, motion carried.
With no further executive-session business to conduct, Trustee Gamson moved, seconded by Trustee Plouché, to close Executive Session at 6:34 PM.
